The cirsumstancea that led to the arrest and the
prosecution of the accessed are as follows:
The circle Inspector of Police recejved information that
the o~eeesed has amounced his intention of manufacturing salt
on the 25'tb May - He accordingly w-e.11t to the spot , along with
S .o. Talile Tal and other Police officers between 2 and 3 P. •
He foutld the pan El: . 1 in which the salt was being Prepared •
ll•n• Placed on the fire and the accused seated near it .He
al10 round the canister Ext. 2 containing s01111 earth dissolved

prepared • The freshly prepared salt va• also round aprend out
on a piece or clath Bxt. 3 • Thi1 salt as well as other thenge
tound there were ta.ken possession ot by the mapector. The
o.ccused pt. Govind Be.llabh Pant va• arrested and has been
procecuted as described above •
lt being a sW111on a case, the• accused wa•
examined at the very out set • \hen questioned about the
orrence. The accused replied , that he did not want to take •
part in th1• trial but admitted that he did manufacture salt
1tant1onally. With the object or breaking the lav in accordanc
with the man date or the congress, Thi■ is a clear admission
ot the ettence and there is no reason im:, the accused should
not be co11Yicted on this veT7 admission , I , however ,
examined the circle Inspector who arrested the accused and
Kasi Amir Hussain who witnessed the manutact~ot salt .The
seizure and arrest • Their -4.vidence also goes to sbov beyond

vention or the eralea on the subject •
